no, for several reasons. First, it would be difficult to construct, as you have to get all the materials up to the top, and all the workers. You need lots of helicopters. Second, you have to run the wires with the power down the mountain, again difficult to do. Third, all the environmentalists will start lawsuits to stop you from spoiling the view and the mountain. Fourth, maintenance would be more expensive and difficult, again, needing helicopters. Fifth, you want to have a few dozen turbines, and where would you find space on a mountain for them?
Actually there are lots of places on the flat that have steady winds.
